The City of Chilliwack (City) is seeking Expressions of Interest (EIs) from qualified Respondents to
develop, design and construct the “Bailey Landfill – NE Wedge Liner Extension” (the “Project”).
The purpose of this Request for Expressions of Interest (RFEI) is to solicit submissions from
Respondents, with expertise in landfill liner engineering design and construction.
This Request for Expressions of Interest (RFEI) outlines the opportunity for interested parties and
is intended to identify qualified Proponents who have the resources and skills to successfully deliver
the Project. This is intended to be a permissive document that stimulates comprehensive and
innovative EIs. The City shall not be obligated in any manner to any Proponent whatsoever until a
written agreement has been duly executed related to an approved Proposal.
The key Project objectives are to:
▪ Realize an innovative financial and technical solution that will deliver the Project in the most
efficient and cost-effective manner;
▪ Design and construct the Project to standards that will result in an operationally safe, efficient
and high quality infrastructure;
▪ Construct the Works with minimal disruption to Site operations and infrastructure, surrounding
neighborhoods, community, and to the operations of the road and utility networks;
▪ Preferred completion of the Project by September 15, 2023. |
