The City of Chilliwack Wants Feedback for New Official Community Plan

The City of Chilliwack continues to review its Official Community Plan (OCP) and is now asking the public to share their feedback on key concepts and draft policy direction.

2025-06 Organic Waste Transportation

The City of Chilliwack is looking for organic waste transportation services, including all labour, materials and equipment as stated in the Tender document. Scope of work includes the supply all labour, materials and equipment necessary to provide Organic Waste Transportation Services of accumulated Organics (primarily mixed food waste, food-soiled paper and yard waste) from the Bailey Landfill Compostable Waste Transfer Station to Net Zero Waste Eastgate Ltd. The scope of work also includes backhauling services for the transport of finished compost from Net Zero Waste Eastgate Ltd. to the Bailey Landfill, from time to time, as requested by the City. 

Fire Training Structure Design/Build Project

The City requires a new training structure and propane gas fuelled training devices for its Fire Training Grounds. The training structure shall be designed and constructed to permit a wide range of training activities by the City’s Fire Department, including but not limited to the following activities: ·         Live fire ·         High angle operations ·         Searches ·         Laddering ·         Fire ground survival evolution ·         Roof breach operations ·         Fire alarms ·         Standpipe operations ·         Sprinkler systems ·         Theatrical smoke generation and evacuation and elevator operations

2025-05 Payne Road Culvert Replacement

To supply all labour, materials and equipment to complete the Payne Road Culvert Replacement Project at the Elkview Creek crossing as stated in the Tender document. The Works to be constructed under the Contract are located in the City of Chilliwack as shown on the plans and consist primarily of culvert replacement, road widening, and stream flow management.

Chilliwack Landing Sports Centre Annex Project

 The purpose of the Request for Qualifications is to invite Interested Parties to submit Responses to the City indicating their interest in and providing their qualifications for the construction of the Chilliwack Landing Sports Centre Annex Project for the City of Chilliwack.  The Scope of Work for this Project will include a new building with a floor area of approximately 28,500 square feet. Current plans include a reception/administration area of approximately 1,000 square feet and an open floor area of 27,500 square feet to accommodate a number of sport courts of various configurations. The City has retained MQN Architects to design the facility   The scope of work for the Project will generally include but not be limited to:  • Demolition and removal of existing miscellaneous asphalt and concrete slabs;  • Rerouting of existing services to accommodate the Project;  • Excavation of the site to underside of sub-grade design elevations;  • Installation of storm sewer, sanitary sewer and potable water infrastructure;  • Installation of underground electrical conduit and junction boxes as required;  • Installation of natural gas service and piping;  • Installation of structural fill as required;  • Construction of building including footings, foundations, building structure, electrical, mechanical and fire protection systems for a fully functional building;  • Site work including site grading, installation of concrete curbs and sidewalks, and asphalt paving around new building as required. 

2025-04 2025 Roadway Markings

The scope of works includes supplying all labor, materials, and equipment necessary to apply thermoplastic and paint Roadway Markings throughout the City of Chilliwack.  a.     The types of markings required may include, but are not limited to, centerlines, lane lines, skip lines, shoulder lines, standard crosswalks, mid-block zebra crosswalks, stop bars, turn arrows, gore areas and median hatching.    b.     The Work may require markings to be installed over existing painted road markings and may include new marking installations.   c.     Where non-capital, maintenance pavement patching or excessive wear has obliterated old road markings the contractor shall re-establish the marking using standard pre-marking techniques at no extra cost to the owner.  No extra payment shall be made for pre-marking (layout) unless the total length of centerline requiring pre-marking exceeds 5 kilometers.  In the event that pre-marking is required for more than 5 kilometers a pre-marking rate will be negotiated or the work will be conducted by the owner’s forces.   d.     Road marking on 2025 Capital Works projects will be done through the general contractor for that particular project.  Unit prices and lump sum price under this contract will be extended to the contractors contracted by the City.  Mobilization and pre-marking costs may be charged.  Capital Works projects are not obligated to accept tenderer for their road marking.

2025 Traffic Count Program

 The City requires Traffic Count Services at locations described on the attached location tables. The Work will include, but is not limited to, the following tasks listed in the Scope of Work.  Scope of Work Automatic traffic counts will be taken for twenty-four (24) hours at each station in one (1) hour increments, separated by direction and given a daily total. Access to the permanent stations or data link will be provided as necessary.  Four-hour manual intersection counts to include vehicles, pedestrians and bicycles will be taken from 7:00am to 9:00am and again from 4:00pm to 6:00pm in fifteen (15) minute increments. Where specified, afternoon peak hours may be specified instead from 2pm until 4pm due to school traffic peaks.  Seven-hour manual intersection counts to include vehicles, pedestrians and bicycles will be taken from 7:00am to 9:00am, 11am – 1pm and again from 2:00pm to 5:00pm or 3:00pm to 6:00pm in fifteen (15) minute increments. Counts shall be conducted between May 19, 2025 and October 3, 2025 on weekdays from Monday to Thursday only and not on days that may produce non-typical data such as statutory holidays, special events, major construction, or during non-instruction days or summer holidays at nearby schools.  The summarized data shall include an automatic count summary by year and location, individual automatic and manual intersection count details, locations and data maps. The cost of this works is included in the cost of the counts. Examples of the traffic count data format can be found using the traffic count layer on the City’s online GIS map at maps.chilliwack.com.  An electronic version of the traffic count summary shall be delivered to the City via secure electronic file transfer or other secured media in Microsoft Excel format for spreadsheets with an ESRI shapefile mapping all count locations. Locations shall be reference to the NAD 83 UTM Zone 10 North coordinate system. All coordinates will be in meters.  The collection, use, transfer, and destruction of video material is subject to the Freedom of Information and Protection of Privacy Act.  The method of traffic data collection is not specified; however, the counting device or method must have at least 90% accuracy which is certified by an external standards agency. 

Flagging and Traffic Control Services Supplementary List

 This Request for Standing Offers (“RFSO”) is issued for the purpose of selecting two (2) or more experienced and qualified flagging and traffic control Contractors, on a non-exclusive basis to supply professional Flagging and Traffic Control Services at various Work Sites within the City of Chilliwack (the “City”) on an “as and when” required basis. 

2025 Sanitary Pump Station #1 Forcemain Upgrade Design-Build Project

 The City of Chilliwack (City) is seeking Expressions of Interest (EIs) from qualified Respondents to develop, design and construct the “2025 Sanitary Pump Station (SPS) # 1 Forcemain Upgrade Project” (the “Project”) .  The existing SPS # 1 forcemain is a 600 mm-diameter asbestos concrete (AC) pipe constructed in 1961. The existing 600mm dia. AC forcemain runs west for approximately 960m along Hodgins Avenue and Wolfe Road from Existing SPS # 1 to Dyke Road. The forcemain size then increases to 750mm after the conjunction with another 350mm dia. AC force main at the Wolfe Road and Dyke Road intersection. The 750mm dia. concrete forcemain then continues west along Wolfe Road for approximately 340m and discharges into the Chilliwack Wastewater Treatment Plant (WWTP) located at 44820 Wolfe Road. This 600mm dia. AC forcemain section of SPS # 1 has deteriorated and is at risk of failure. Therefore, the City aims to replace the 600mm dia. AC forcemain section from SPS # 1 to Dyke Road connection through the design-build procurement process.   The key Project objectives are to:  ▪ Realize an innovative financial and technical solution that will deliver the Project in the most  efficient and cost-effective manner;  ▪ Design and construct the Project to standards that will result in an operationally safe, efficient,  and high-quality infrastructure;  ▪ Construct the Works with minimal disruption to surrounding neighborhoods, community, and to  the operations of the road and utility networks 

Capital Project Management Support for Utilities Projects

Provide Project Management Services to ensure that the Water and Sanitary Sewer capital projects are properly managed from start to finish, including, but not limited to, planning, scheduling, cost control, coordination, and oversight.  The Services, in general, required by the City include:  • Act as the Contract Administrator for each design-build project.  • Project cost estimating, as needed  • Preparation of contracts (City standard contract documents), as required  • Managing Quotation / Tender / RFP Processes, as required  • Preparation of reports, status reports and Council authority requests  • Lead pre-construction meetings, prepare meeting agendas, and provide periodic update     meetings with the City.  • Review all applicable permits and other documents provided by the design-build     team/contractor, and provide recommendations.  • Provide construction inspection services required for design compliance.  • Provide technical supports, respond to RFI’s, and issue site instructions as needed.  • Provide technical inspections as required.  • Review change order requests and provide recommendations.  • Complete deficiency walkthroughs and prepare deficiency reports, certificates, etc.  • Other project delivery tasks as may be applicable to specific projects. 

Sourcewell and Canoe Procurement Group of Canada

Notice is hereby given; the City of Chilliwack intends to participate in one or more procurements conducted by Sourcewell and Canoe Procurement Group of Canada between January 1, 2025 to December 31, 2025.

Hired Equipment Services

The Contractor will be expected to provide labour and equipment necessary for meeting the requirements of the individual project or work request. All equipment shall be pre-approved by the City prior to the commencement of any work. The Contractor will also, prior to the commencement of work on-site, become familiar with important site-specific pre-construction sheet and may participate in the pre-construction meeting.The Services will include a wide variety of small to large scale projects at various locations within the City of Chilliwack on an “as and when” required basis. The Services include without limitation the supply and delivery of material, the provision of skilled labour, and equipment to perform the Services. The Contractor does not need to offer all equipment in order for its Application to be considered by the City
