Development Permits

Within a designated Development Permit Area (DPA), a Development Permit (DP) is required prior to the subdivision of land, the construction of, addition to, or alteration of a building or structure on the land, or the alteration of land, except where exemption provisions apply. The DP requirement is in addition to the requirements of the Zoning Bylaw, the Subdivision and Development Bylaw and all other applicable regulations in the development process.

Where a parcel is governed by two or more Development Permit Area designations, respective Development Permits for the subject parcel are required.

The Land Development Department facilitates the issuance of Development Permits 1, 2, 3 and 8. 

Development Permit Area 1

Development Permit Area 1 consists of lands within the surface water supply areas for the City of Chilliwack. The objective is to protect the City's sources of water supply from contamination, flow reduction and quality degradation.

Development Permit Area 2

Development Permit Area 2 protects developments from hazardous hillside conditions and environmentally sensitive areas. A Geotechnical Report from a qualified professional is required to be submitted with each application. 

Development Permit Area 3

Development Permit Area 3 protects the natural environment, it's ecosystems and biological diversity and in particular fish and fish habitats and riparian areas. A Riparian Areas Protection Regulation Assessment Report (RAPR) from a qualified professional is required to be submitted with each application, along with confirmation of submission of the report to the Ministry of Water, Land and Resource Stewardship.

Development Permit Area 8

Development Permit Area 8 Development Permit Area 8 applies to all lands within the City of Chilliwack with slopes of 20% or more. The objectives are to protect the natural environment, its ecosystems and biological diversity as well as establish objectives for the form and character of development.
