44 City of Chilliwack Engineering The Engineering Department is responsible for the planning, design and construction of various City infrastructure. This includes the provision of transportation related services, the public transit system, drainage and flood protection infrastructure, and sewer and water utilities. 2022 HIGHLIGHTS The City’s waste reduction, climate change, biodiversity and other environmental initiatives are the responsibility of the Engineering Department. Transportation & Drainage ✅ Vedder Road - Keith Wilson Road to Watson Road y Road widened to include four travel lanes, a turning lane, sidewalks, bike lanes and LED lighting y Three traffic signals upgraded y Relocation of overhead BC Hydro & Telus poles ✅ Yarrow Central Road Culvert Replacement y Box culvert installed, measuring 30m long by 3m wide by 1.5m tall y Improves salmon & aquatic species passage creating enhanced in-steam habitat ✅ Hack-Brown Road Realignment y Relocated Hack-Brown Road connection from Highway 1 eastbound on-ramp to Annis Road y New streetlights at Hack-Brown Road & Annis Road intersection y Upgraded culverts and riparian enhancements along Ford Creek ✅ Flood Event Response & Mitigation Several projects were completed in response to 2021 storm damage: y 13 roadside bank failures stabilized y 600m of slope stabilization y 15 flood rehabilitation & repair projects y 5,000 trees planted as part of compensation works 973 m NEW SIDEWALKS 18 km ROADS PAVED 5 km NEW/IMPROVED BIKE LANES 266 LED STREETLIGHT INSTALLATIONS 570 m STORM SEWER REPLACED 2 FULL TRAFFIC SIGNAL REPLACEMENTS 5 RECTANGULAR RAPID FLASHING BEACON CROSSWALKS INSTALLED 9,345 TONNES OF COMPOSTABLES COLLECTED 3,655 TONNES OF GLASS & MIXED RECYCLABLES COLLECTED 68% DIVERSION RATE THROUGH CURBSIDE RECYCLING & COMPOSTING 204 km ROADSIDES CLEANED UP BY 125 ADOPT-A-ROAD GROUPS Environmental Services ✅ Climate Action Plans - Updated Community and Corporate Climate Action Plans to guide the City on becoming a carbon neutral community by 2050 ✅ Radon Testing - Partnered with Take Action on Radon and the BC Lung Foundation to give 400 radon test kits to residents ✅ Waste Reduction y 330 residents participated in Household Hazardous Waste Day y 65 tonnes of scrap metal recycled for free at the Bailey Landfill y Single-Use Item Reduction Bylaw implemented reducing plastic waste from retail bags, straws, utensils and take-out containers y 5 tonnes of waste collected along the Vedder and Chilliwack rivers through Adopt-a-River events ✅ Habitat Enhancement & Education y 20 Guided Nature Sessions to help residents make connections with local wildlife and ecosystems y Habitat enhancement events took place with First Nations partners and volunteers planting native trees and shrubs, including over 13,000 seedlings in partnership with Coast Mountain Trail Running Utilities Division ✅ Wastewater Treatment Plant (WWTP) y Effluent water system upgrades included water main installation, new pumps and piping y Sludge Thickener Pilot Project - pilot scale rotary drum thickener installed to remove excess solids from the secondary treatment process. This will provide data to guide the design of the WWTP expansion project y Digester Cleaning - all three anaerobic digesters cleaned, removing a significant volume of non-biodegradable material to improve solids retention time ✅ Linear Utilities Upgrade Project - 2.5 km of water main upgrades and 346 m of sewer main upgrades 2 NEW BUSINESSES ADDED TO WASTE DISCHARGE PERMIT 69 WATER CONSERVATION KITS SOLD 46 TOILETS REPLACED THROUGH THE TOILET REBATE PROGRAM Annual Report 2022 45
