Daycare Inspections
Our goal is to support daycare operators in creating safe environments for children, staff, and families.
Fire inspections are not meant to be a barrier to opening or operating — they are part of a shared responsibility to:
- Protect life and safety
- Reduce fire risk
- Ensure emergency systems function properly
- Confirm compliance with the BC Fire Code and municipal requirements
We are committed to working with you in a clear, practical, and solution-focused way.
Types of Daycares

Home Based Daycare |
A home-based daycare is childcare provided inside a private home. It cares for 8 or fewer children (not counting the caregiver’s own children). These daycares are licensed under the provincial Child Care Licensing Regulation and must meet basic fire and life safety requirements that fit a residential home. |
TUP Daycare |
A TUP daycare is childcare provided in a location that is not normally allowed to operate as a daycare under zoning rules. This can include:
These daycares care for more than 8 children in the home or building. They are still licensed under the provincial Child Care Licensing Regulation, but they must also apply for and receive a Temporary Use Permit (TUP) through the City’s Planning Department. As part of the TUP process, operators must work with Planning, Building, and the Fire Department to ensure the space meets fire and life safety requirements appropriate for the number of children and the type of building. Because these are not standard daycare locations, additional safety upgrades may be required before approval. |
Commercial Daycare |
A commercial daycare is childcare provided in a building that is zoned for commercial or institutional use. This may include:
They are licensed under the provincial Child Care Licensing Regulation and must meet fire and life safety requirements for commercial buildings. |
